ISLAMABAD: Claimant to the legal and Sharia inheritance of Khanqah Sharif of Hazrat Khawaja Imam Bakhsh Sirani in Bahawalpur, Sahibzada Mian Yousaf Akram Abbasi, along with Sahibzada Mian Atif Akram Abbasi, has demanded immediate implementation of the Supreme Court of Pakistan’s final judgment regarding the 87-square land of the Khanqah.

Addressing a press conference at the National Press Club, Islamabad, Yousaf Akram Abbasi said that Mian Najeeb Owaisi, Mian Shoaib Owaisi, or any member of the Owaisi family has no legally established claim to inheritance, lineage, spiritual succession, or ownership of the property. He alleged that approximately 87 squares of Khanqah land have remained under illegal occupation for the past four decades and that, despite favourable court judgments, the rightful heirs have yet to receive justice.

He said the high-profile property dispute in South Punjab has been in litigation for nearly 40 years, during which three generations of his family passed away waiting for justice. According to him, the opposing side includes PML-N MNA Usman Owaisi, former MNA Mian Najeeb Owaisi, and Punjab Assembly member Mian Shoaib Owaisi.

Yousaf Akram Abbasi claimed that in 1947, Hazrat Khawaja Imam Bakhsh Sirani allowed a family to reside near the Khanqah on humanitarian grounds. He alleged that one member of that family later gained the trust of the custodians while serving as a clerk and subsequently manipulated official land records to take control of the property. He further claimed that a detailed judgment of the Bahawalpur Bench also found no evidence linking the Owaisi family to the inheritance or spiritual custodianship of Hazrat Khawaja Imam Bakhsh Sirani.

He appealed to Punjab Chief Minister Maryam Nawaz to ensure that the government’s policy against land grabbers is implemented without discrimination, including against influential political figures. He said that if the law is not enforced equally against members of the ruling party, ordinary citizens will continue to be denied justice.

The claimant also alleged that he and his family have been receiving threats while the local administration has failed to take effective action. He further claimed that the disputed land currently contains thousands of shops, banks, flour mills, factories, and hundreds of residential houses, with rental income allegedly being collected by the opposing party. He said several applications have been submitted to the Commissioner Bahawalpur seeking the appointment of a rent receiver.

Referring to the litigation, Yousaf Akram Abbasi stated that the Supreme Court dismissed Civil Review Petitions (CRP Nos. 384/2023 and 385/2023) on January 23, 2023, and later rejected review petitions on November 11, 2023, thereby upholding the judgments of the Civil Court, Sessions Court, and Lahore High Court in favour of Mian Ahmad Bakhsh and others. He maintained that the verdict has attained final legal status and that, according to the courts, the lawful heirs of Hazrat Khawaja Imam Bakhsh Sirani are the Abbasi family, while no legal relationship of the Owaisi family with the inheritance, lineage, spiritual succession, or property has been established.

He alleged that despite the dismissal of review petitions, political influence has prevented the mutation of the land in favour of the rightful heirs. He said applications have been submitted to the Commissioner Bahawalpur, Deputy Commissioner Bahawalpur, and the Board of Revenue for implementation of the court orders, but no action has been taken over the past three years.

Yousaf Akram Abbasi also referred to the Punjab Control of Organised Crimes Act 2025 and urged the provincial government to initiate action against illegal occupiers, including members of the ruling party, and ensure implementation of the Supreme Court’s judgment by recording the mutations in favour of the legal heirs.

Clarifying recent developments, he said that on July 16, 2026, a two-member bench of the Supreme Court’s Court No. 4 heard only the petitions of certain bona fide purchasers under CPLA No. 3303/2024 filed under Article 12(2), which had earlier been dismissed by the Lahore High Court’s Bahawalpur Bench. According to him, the Supreme Court declared that the matter fell outside its jurisdiction and remanded the petitions to the Lahore High Court, while the written order had not been issued as of July 21.

He maintained that neither Mian Najeeb Owaisi nor any member of the Owaisi family was a party to those proceedings. However, he alleged that misleading reports circulated on social media, web channels, and in sections of the print media falsely claimed that the Supreme Court had decided the 87-square land case in favour of the Owaisi family.

He called upon the Chief Justice of Pakistan to take notice of what he described as a misleading campaign conducted in the name of the Supreme Court and to initiate legal action against those allegedly distorting the court’s decisions.

Concluding the press conference, Yousaf Akram Abbasi appealed to the Chief Justice of Pakistan, the Prime Minister, the Chief Minister of Punjab, the Chief Secretary Punjab, and the Commissioner Bahawalpur Division to ensure immediate implementation of the Supreme Court’s final judgment and transfer the disputed property to what he described as the rightful legal heirs.
